					<description><![CDATA[I read a while back that the City of Chicago was bulldozing these vacant homes because no one was paying the property taxes and the banks could not find out who owned these properties....now, that begs the questions...How many of these were foreclosures?  How was the bank granted a foreclosure with no proof of who owned the property?  The fraud is massive.]]></description>
