They have been doing it since real estate meltdown. I think the only way to get the full picture is to pick 25 people to take the place of a homeowner in trouble. Someone take BOA, another Chase, Citi, Wells Fargo get you a taste of what it it like to be in the homeowners shoes.
See how many times you fill out a modification agreement send it in only to have themtell you that they never got it. Make the 3 trial payments then let them tell you they have changed their minds, no explanation. See what it is like to tell your story everytime you call because you never talk to the same person twice. If by a miracle of God you get it approved look at your mortgage balance which is sometimes 2 times the actual value.
See if you can explain how that benefits you or the real estate market. See what it feels like to be in a big hole and the only way to get pulled out is by doing exactly what the DA lender tells you to do. It is their way or the highway.
