In reply to To Tell The Truth. Tom Miller knows EXACTLY what he's talking about. He's talking about a settlement that was intended to help MBS investors and the banks. At about 5 minutes into the video he states specifically that he expects few principal write-downs, and that the intent is to allow them only when they are to the financial advantage of the MBS investor. Notice that there's no mention of intent to help homeowners.
