This is the decision of a trial court, not an appellate court and applies just to the facts of this one case, unless it is appealed.  The case would then be decided in the Appellate Division.  The highest state court for New York is called the Court of Appeals.  
This is confusing for most of us because most state courts are organized as: trial courts (circuit or district) Courts of Appeals and Supreme Courts.
I thought I would point this out before anyone gets too excited about the persuasive value of this decision.  This is not a case that can be cited for persuasive value.  It only be said of this case that one trial court in New York found that standing was not established on the facts presented to it.]]></description>
