The city should then contract with a local beekeeper to remove the hive. The city should seek compensation from JPMC for the cost of the contract. If JPMC doesn’t pay it should be sued for collection. Most civil rules allow for the prevailing to recover costs. Whether the city can recover costs I can’t say. Someone needs to dig into the case law on that. If it can just imagine the hourly rate the city could/would charge for such actions.
