To be an effective Whistle Blower, you have to follow the chain. Perhaps it’s my military background, but going outside of the chain may seem like the quicker way to resolve an issue, what it does is prevent those in charge from correcting the problems (if problems exist) or clarifying the issues (if problems don’t exist). In my limited experience, what I see is people who are frustrated who then start blogging or telling everyone — thus violating their duties and oaths — and then these people retroactively request Whistle Blower status once they are accused of violating their duties and oaths.

Before you squeal, follow protocol. Document everything. CYA — cover your (butt) is the very first lesson they teach you when working for the government.
