Legislature adjourns: Some bills survive, hundreds die on last night of session

TALLAHASSEE — A streamlined-foreclosure bill and a bid to give parents more power over schools joined hundreds of other casualties as the regular legislative session came to a close.

But a Health Department clean-up and Property Insurance Protection reform passed along with a $70 billion budget.

More than 13 hours of frenzied, last-day bargaining Friday evolved under the shadow of a morning Supreme Court ruling against a Senate redistricting map, which will force weary lawmakers to reconvene next week. The House and Senate adjourned exactly at midnight, ending the regular session of the Legislature.

As the budget and top priorities of Gov. Rick Scott bogged down and divided the Senate, a last-ditch attempt to let condo and homeowners’ associations spur foreclosure proceedings failed late Friday.

Sen. Garrett Richter, R-Naples, offered an amendment for a separate bill that included some of the most controversial provisions of a bill pushed by Rep. Kathleen Passidomo, R-Naples. The bill sought to fast track the state’s foreclosure process by eliminating one of two hearings and allowing other lien holders to push the cases through.

Richter’s amendment included none of the consumer protections of Passidomo’s bill, which died. She said the amendment was backed by the Real Property Section of the Florida Bar and that she was not a party to filing it.
